İt is a well known fact that throughout human History communuties have met a large number of their Requierements by means of sel-organization.İn Modern Societies,too,besides representative administrative structures,non-govermental organization(NGO),whose aim is to shoulder certain social responsabilities voluntarily are gradually recording a visible growth. The Primary condition for NGO´S to fulfill their functions adequately,to conduct their activities successfully and to maintain democratic relation regardless of their views and spheres of interest,is their recognition by each other and by the public.
